Questions regarding Gain and output power

Hey,
Can someone explain what the following means (in simple terms). Explanation in a graph will be helpful. In case you are wondering where I found this, its the technical specification of a cellular repeater.

Out-of-Band Gain
≤60dB (0.2 ≤ f_offset_CW<1.0MHz)
≤45dB (1.0 ≤ f_offset_CW<5.0MHz)
≤45dB (5.0 ≤ f_offset_CW<10.0MHz)
≤35dB (10.0MHz ≤ f_offset_CW)

Also it says, Output Power (UL/DL) = 7dBm and Linear Gain (UL/DL) = 60dB. So in that case if my Input Power = -80dBm. Then:
Output Power = 60dB + (-80)dBm = -20dBm, right?
