Is it possible to short the secondary of a CT, push current through the primary, and measure current with an amp clam across the short secondary terminals? The CT secondary must me connected to a burden, so I would assume you would have to use a suitable ammeter to connect the secondary terminals to to be able to measure the secondary current?

In addition - attempting to verify ratio without having to utilize CT analyzer or the secondary voltage method.

Your clamp meter might be a CT. Use it on the primary. It will work.
Using a right resistor or any value less (including 0) measure the secondary current with a current meter or use a voltmeter and resistor. A CT will work with a short. A current meter is almost a short.
