I need a power back up that gives 0,2-second 12v 2a power. Is there any way I can use a power bank with capacitors to do that

Short answer: YES. But the qualifier is that all simple capacitor backup arrangements have a falling output voltage as the power is taken from them. That is the basic R-C time constant reality. So iif the requirement can live with a drop in voltage then just a simple capacitor bank will work very well. But the capacitors will be fairly large. So the first step is to decide what voltage you need to have at the end of the 0.2 second time.
