A board like that may have been done with a knife, sticky donuts and various sizes of tape. I'm not aware of any software that creates boards that look like that. The artwork would be created at twice actual size as a positive, then reduced and a negative produced using a process camera. Although, if someone was laying out boards that way this century, they'd use a scanner since that's cheaper than photography.

I use KiCAD. It is free.
No one makes layouts that look like that anymore.
Do you need a board exactly like that or do you want one that works and looks different?

We have a permanent problem that in one office everyone uses his own soft, thus the collaboration is hard. Once we agreed the SprintLayout as it have a plethora of cracks. And very handy in use when aim is maximize the hand influenced decisions.
Then yet someone told about case when etching company sued someone for lack of licence and that costs a lot of bucks. Thus we rapidly switched to KiCAD and then to FreeCAD. Yet we tried to use an Eagle when too much lazy for show all by finger so we guess probably it will do all things quite right. But it not happened. The result was far off the optimal. So we stepped back to KiCAD.
