I have an 800W power supply ballast that is suppose to distribute approximately 50V at #'s 5 & 6 when switch is on 115V (please see attached schematic). I'm getting a reading of 0 for each. I've tested resistors, Fets, diodes, bridge, IGBTs, thermal switch etc. They look good but not cancelling out that there could be something I missed regarding those. Additionally didn't see any visual damges. Any suggestions please?

Unfortunately only an ESR meter can tell good from bad, unless of course one has actually burst.

Looking at your schematic it looks as if you have a dead short after C4. This would make the rest of the circuit useless electrically speaking.
