While charging, the load can be connected to the battery/charger and consume the power?

You can but float charging LiPo batteries reduces their life span. It would be far better to put an on/off switch between the battery and the boost convertor and turn it off when the battery is being charged. You can not do that with the integrated unit.

 

Have you thought of using one of the power banks that are sold for recharging mobile phones etc. It may be possible to drop the output voltage from 5.0 volts to the 4.5 volts that you require if you can find data on the ICs used in them. If not you could put a Schottky diode in series with the output which would drop the 5 volts down to about 4.5 volts.
