Your English is not good enough for me to understand what you say.

For the 555 to blink an LED then a transistor is not needed.
Make it like this and the LED will blink for short duration (about 30ms) each second:

but why BC547 is not working even with LED
collector pin connected with resistor and pin 3 of 555timer IC
base connected with LED positive leg and nagetive Leg of led connected with negative side of battery
but when i connected Emitter to negative side of battery LED does not flashing :(
From your description, you obviously mistaken the "Base" for "Collector" and vice versa. Pin 3 of 555 should be connected to Base of transistor and collector should go to the LED and resistor in series. Only then the transistor would work. BTW do you know where is Base and collector of BC547?

Get a datasheet and get the pins right.
