Then it is an antenna. You may not realize it, but that is pretty much how antennas work.

The US military uses ELF for submarines all the time. Try googling it.

 

So it is an antenna, it has a resonant frequency of (aprox ) 14Hz ...ish.
It is also an inductor, voltage leads current...

What size cap would be required (series ) to set the phase angle of E and I, to that of its resistance?

It would be poss to detect earthquakes etc.

3 wires one round the equator and 2 which go through the poles at 90 degrees would be 3 phase.
