Yes, but you'll need to describe
- what device you have,
- what amount of time
- your definition of "shut down" (how many mA of current is acceptable.
- how will you restart it?

Thank you MrSalts.
just diy parts, like a small Arduino car, LED display etc. they used a batteries bank as power supply, some times forgot to turn off and the battery is exhausted.
are there any modules can auto shut down it when not in using a while?

Yes,
Arduino car? What is this?
How is the display connected?
how do you want to restart it (push button or other?
Do you have free pins on the Arduino? Which ones?
is the display powered by the Arduino or other?
Which Arduino 3.3 or 5v.
It is very possible to do what you want but detailed answers are needed.

Do You want to turn-off an Arduino,
or do You want to use an Arduino to turn-off some other device ?
.
.
.
for example, I have a multi meter which can auto power off after few minutes of last use.
If I diy that multi meter, I need a auto power off.
