Went back to test couple of 317s for CC mode, and nada. No regulation. So its eitherI got three dodgy parts, parts with their pins swapped or just complete fake...needs more testing

Where did you purchase the parts?

If you purchased from a reputable source, it's unlikely that they were counterfeit or defective. Post a clearly focused picture so we can see the markings and surface texture.

When I'll get to it I'll post some pics. They're all from Tayda. I got five, one is being used as the CV and works perfectly.

Then you need to follow your circuit wiring and work out how the output current is bypassing that resistor.

Tayda claims they purchase directly from manufacturers, so they wouldn't be affected by counterfeiting.

I call them dodgy. Tried using them as voltage regulators, and got nothing.
I tried many configurations of pinouts, and nothing at each case.

That's not possible if it's wired correctly.

I'm saying that if there's not a voltage drop across the resistor, then the 200mA cannot be going through the resistor.
Thus there has to be an error in your wiring (unless there's a short between the LM317 input and the ADJ pin).
