If you purchased from a reputable source, it's unlikely that they were counterfeit or defective. Post a clearly focused picture so we can see the markings and surface texture.
Then you need to follow your circuit wiring and work out how the output current is bypassing that resistor.

That's not possible if it's wired correctly.
