What's brighter, a 70,000mcd LED with a 12.5° viewing angle or the same with a 30° viewing angle?

I want the brightest LED possible with the highest number of lumens.

What's more optimal: a low mcd LED with a high viewing angle, or a high mcd LED with a lower viewing angle?

Thanks. So it looks like greater luminosity is achieved with a greater viewing angle, as compared to another light of the same mcd but lower angle.
