I don't think they had any dual transistors in TO-18; only TO-71 and TO-78. Do you have a datasheet?ITS1276 dual 6 leg transistor datasheet from circa 1976, looks like a TO-18 package

Found this reference:
The guy says he substituted matched 2SC945 and thought it was working. 2SC945 equivalents seem to be 2N3904 or BC546. Those are general purpose transistors. But the pinouts for 2N and BC transistors are both different than 2SC and different from each other unless you get some reverse pinout devices.
