2 in-series? one possibly shorted and literally made a short, thus the other is being over-driven?

Ok, but 2 in parallel and one shorted in weird way could still cause the issue seen. Maybe the short goes from low to high ohms as the short heats, which would then cause supply to act funny, and, the other led to somewhat function on/off, etc.

I would unsolder the LED's and test them for definitive answer.
