I think the answer is yes, for example, a shunt inductor and a series capacitor would drive the load impedance that is located at the extreme circunference where the reflective coefficient is equal to one to the center of the smith chart.
I also thought of that, but somehow i could sketch that in the smith chart and still try to add components to get it in the center of the chart.A pure reactive load is not a "load". It dissipates no power.
