I have a new thought! A different direction to go! If the input is to be a steering function for a video game of some kind, why not utilize a potentiometer and an analog input? Just a simple linear taper pot would easily allow 300 degrees of steering wheel rotation, plenty for most simulations, with the added benefit if not needing much external support circuit . And a linear taper pot should be easily available as surplus and very simple to understand the circuit. It should also be less expensive and easier to find.
