no...this is using very little current but requires high voltage, high frequency source - which means use of tiny inverter.

So the 3V ones listed are a 3V battery but the box included is an inverter? EL wire seems a bit thick for my needs.

That is correct... inverter is tiny and from what I see it appear to be based on HV850

 

This can be quite thin. Diameter of 0.9mm is commonly available
