what will be the output at pin 7 of ic, this ic is used for clock. what will be voltage levels .

The 4060 contains an internal CMOS oscillator and a counter. The oscillator frequency is set by R5 and C4 and it will be around:
Fo = 1/(2.2 RC) = 1/(2.2 * 10kΩ*1nF) ≈ 45kHz
And at Q4 an output you will get a square wave with a frequency equal to F_Q4 = Fo/(2^4) = 45khZ/16 = 2.8kHz and 50% duty cycle.
And the output voltage levels will be close to +3V at High state and -3V at Low state.

The 74HC4060 is specified for 2V to 6V.
