Problem with this is i am not getting Vref= 5 volt at its pin no. 8 . Vcc at pin no. 7 is close to 15 volt. I have chnaged the IC itself but no result.

Various connections from this Pin 8 is also checked for shorting with ground, but no shorting with ground is noticed.

Please advise on the issue. Funny part is i am getting 1 volt dc output when there is no load, but when load is connected output drops to 3-4 volts with humming sound.
