How to burn an already mounted (in PCB) microcontroller?

The board you linked to is made to be programmed ICSP, so I’m surprised it would give you trouble.
The board probably doesn’t make use of the programming pins on the circuit board (or so I’d expect).
I have PicKit II, and would anticipate with that boar that I could power it with it’s USB connector while programming.
Is your programmer at least a clone of a PicKit? I’ve not tried PicKit3, but at least mine,
it has been great and really worth buying the real Microchip one.
