What does the lamp do? Flash, glow at the ends, or what?

Did you connect it as given on the other end of the balast?

How do you know it hasn't started? UVC is invisible and extremely harmful to the eyes.

 

You said " Lamps" , are you connecting two lamps on one ballast, or two separate ones ??
