I am using a modified Colpitts oscillator with a MOSFET, then a step-up transformer.
That is not what is meant by a DC to DC converter. That would be an inverter. A DC to DC converter takes a (possibly) unregulated DC input and puts out a regulated DC voltage or current.

If you need steady voltage (or current) from a capacitor, you need to use one so that you get a steady output as the capacitor discharges.
