Help with TV Power Board

Hello everyone,
I have a Sony LCD TV power board (pic attached). When I connect the POWER ON pin to AC ON/OFF or the STBY 5.8V pins, the relay clicks ON. However, there's no voltage on any other pins (REG 12V, AU_VCC... Etc). Is there any other procedure to turn on the board? Or is it faulty? I've tested the diodes and Mosfets for shorts, but they seem to be fine. IMG_20170621_141525.jpg
