Since I can't turn on the device right now, I need to find in the schematic where I can get a power supply of 5v to feed the FBIN in the IC, so I presumed the terminal VSUP5. OBE (coming out of the IC) is providing 5 volts. Is that correct?

Besides the pictures, I have also attached the schematic pdf file, it's on page 28.

I have no idea. Why don't you measure it and let us know. Have you repaired anything like this before?
