It doesn't get much simpler. If this has you confused then you're way out of your depth.
Incidentally, the MM74C926 is an obsolete part. They are available on e-bay, but pretty pricey.

 

Which part of the circuit are you confused?

The 555 is a clock signal generator and the 74C926 is a 4 digit counter, 7S decoder and mux driver in a chip. If that is still too complicated to you, you can use a 18-pin PIC mcu to implement the same application in one chip.

Are you able to program and write software for a PIC?
