I don't understand what the following key features mean

I read that as when the gate is fully up a switch contact is made/closed and also a contact is made/closed when fully down.

This is boom barrier gate used in parking system

I don't understand from the description and datasheet in given link how the board works shown in the picture.

There are eight terminals on the right hand side of the board that I want to understand how they work.
