I am not an expert in electronics so I would like anyones opinions if these capacitors are bad. I have a Sumsung TV that wont turn on and just going down the list of what can be the problem. Thank you

Note that the caps are rated for 105C.

 

Those two capacitors in your Sumsung TV are definitely bad

 

Certainly it does appear that the two capacitors in the photo are bulging on top, and one might even have slightly opened. So they are both failed. I suggest replacing them with 470 mfd capacitors with a higher voltage rating, such as 35 volts or even 50 volts. Those capacitors will be larger physically, so they can be standing a bit higher off the PCB. BUT the polarity is very important. Note the polarity marking on these before removing them. Then mark on the board, if it is not already marked.
