Looks like a capacitor, value 390? units?
Show us a zoom out view and tell us what is the device, i.e. it helps to know the context where the component belongs.

We can see that it says 390f.
We known that it cannot be 390 farads.
My guess is that it is 39pF.

Why do you need to know the value?
It is not likely to be bad.

It's a RF amplifier for 108Mhz, using a BLF177 Mosfet, this is the test circuit diagram.. I think your capacitor is C13 or C14 36pF in the diagram?

Looks like you've been fiddling with it..!!

Output coax is poorly soldered, the wire extends over the ground plane of the board. There is even some solder splash close to it.
A 390 capacitor would be 39pf.
