Well the overall dimensions are 45x45x14 and the hole pattern matches a TO-3.

What else would you need?

 

Here is the hole pattern from the On Semiconductor datasheet for the 2N3055. You can use it to place your device mounting holes. The rest of the design is up to you -metal type (use blackened aluminum if you can get it), dimensions, fins or not, etc. all your choice.

You may also want to review existing designs on distributor websites or in heatsink catalogs.

Depends on what you want to cool.
There are MANY sizes of TO-3 heatsinks available:
to-3 heatsink

Such a heatsink could also be used for other heat-sink mountable power packages, such as the TO-220, by using one of the holes for mounting, and ignoring the other holes.

Note that you should always use thermal grease when mounting the package to a heat-sink.
