Am I right in saying that a gyrator changes its resistance based on current to keep a constant voltage and a CCS changes its resistance based on voltage to keep a constant current?

 

In the definition, there is no requirement that a gyrator must change its impedance. It is just a hypothetical passive device with an antisymmetric impedance matrix.

No, you can't. Maintaining a constant voltage is not the purpose of a gyrator. The output voltage will only be constant if the input current is constant. AFAIK gyrators don't change their resistance since they are hypothetical PASSIVE devices.
