Guidance regarding drone specifications for pothole detection

If this is real, then you need to take small steps
Start by developing the pot hole detection part and test it just from a moving vehicle.
Maybe in parallel develope the drone.
If you look at the developments by the likes of google and amazon, their delivery drones have nowhere near the range and duration of what you require. And they have million dollar budgets. Why do you think they aren't achieveing the specs you want?

As for the camera capability, consider that it was either the FBI or the CIA has demonstrated a camera system able to deliver facial recognition images from a distance of what appeared to be about four city blocks, about half a KM. And that was several years ago. So if the camera drone were to fly at the much lower height, such a camera system might provide useful images. Then, with adequate telemetry and a good GPS location system, a ground based computer system could possibly recognize potholes in roadways.
AND, the good news is that such a system would probably cost a bit less than $20 Million USD.
