Fiber optic splicing is a specialized process.

When a cable is pulled, a quick test can be done by using a laser diode (a special tool that we bought from a fiber cable supplier) and do a visual optical test. Once the splicing is done, the company that does the splicing should supply you with a test certificate that shows the db loss over the length of the cable. Unfortunately there's no "quick and dirty" solution for this.
