Just buy an extension cord and cut off one end.

one thing... could i wire this metal plugs and then clamp it to + and - ?

This device is not for electricity, it is for holding surgical gowns closed or keeping a table cloth on a picnic table. There are other types. Again, what are you trying to do and where in the world are you located?

It would be much safer to get a 12V bulb and use an AC adapter that delivers 12V. That way, any bad wiring or contact with water will be a minor safety issue rather than something much more spectacular. Those bulbs are about 3 to 7 watts. You can buy a 12V lamp and socket at the auto parts store. Use a 1000 mA x 12v power adapter.
