Why would tweeking the pots help. In all my experiance with CD and DVD's I have generally found this to be a BAD Idea, and it's almost impossible (without a service manual and some special test gear) to get them aligned again once tweeked. Once they have been factory set, they shouldn't need any more adjustment. If it stopped after a power surge, then something has gone Faulty.... not out of adjustment.
As far as economics is concerned, I have also found that (unless the machine was an expensive one to start with) if a Laser cleaning, Spindle motor lubrication, and sled assy clean and lube dont fix the problem, then it's just not worth it.
But if you want to try a few things just for curiousity's sake, then adjust the pots to your hearts content.... just don't expect any results, and do it with the power OFF as mentioned before.
