I'm not hung up on the number of IC's, but I find that metric to be a good indicator of the relative complexity of circuits and the total effort needed to prototype one versus another. For example, the #35 circuit has 13 soldered pins, while the NAND gate it replaces is only 7 pins .If you're hung up about the number of ICs, you can replace the NAND gate with a discrete version:
