All output pins should be close to zero volts when not High.
Not sure why those voltages are erratic like that but not surprised with all that wiring between boards.
Do you have capacitors on the input and output pins of the 7805 regulator ICs?

Sir, i tested and reconnected the mistakenly used pin 10 for pin 2 and checked. seems now I see a light at the end of tunnel. I am yet to connect LEDs separately, but measured the wires that i will connect to LEDs later. for HIGH Voltages. yes they work. But when i press one switch, and measured voltages on all the pins separately and put in the matrix. nothing is 0.0 volts but goes up to 1.1volts also. thank you. i will connect ith the LED and do it as well. Thank you very much.
Sir i sincerely apologise. the table i shared was wrong. please pardon me. i get voltages unique in each pin. But not at the designated pin. i am once again sorry for the confusion i gave you. pl. sir i missed getting the right table. I am rechecking what is the error. it is my mistake.

What exactly do you need to know at this juncture?
Do you have LEDs connected to output pins 2,4 and 7 on the 4017 receiver for circuit verification?
i connected the LEDs and they glow . They not getting latched upon pressing a switch a specific switch glows( after the other LED lights up for a few milliseconds and goes away). But, the specific LED goes away after depressing the tactile switch.

Normally, the IC 4017 holds on until the next pin out happens. But, in this circuit, i see the LED Going away after depressing the switch.

The LED on an output pin should stay ON until the auto reset activates which is at least a couple of seconds.

When button 1 is pressed what pin does the output show up on?
I designated buttons to pin outputs, like 2,4,7. when i press button1( pin 2) pin7 glows.
When i press button3 ( pin7), pin2 glows.
for now, i could make this two LEDs and yet to connect one more due to some connectivity issue i have sir. I will complete it too. I completed once again , with three LEDs , but the switches connected to specific pins, does not go high instead it is a diff. pattern.

sure, i could see a time gap, for which it is on. But it goes away. i need it to latch there, until i press the other switch or switch it off with pin no. 10.

i could connect now for 1pinout alone sir, and it works.But, not sure, the autolatching of 4017 is disabled because of autoreset functionality specific for this design.

I believe i had completed the transmitter, receiver and BT169 Latching option. I want to thank you for the excellent support to me throughout this task spanning nearly a month and few days.

My next plan is to go ahead with PCB COMPLETION , APOLOGIES FOR the wires spanning around instead of slim set up.
But, the logic of how it picks the right selection is yet to go into my brains.
