Ordinary chlorine bleach is about 5% to 6% sodium hypochlorite (NaOCl). 0.1% (1000 ppm) is approximately a 1:50 dilution. For lab use, we often used a 1:10 dilution, but that is quite harsh and unnecessary. 1:100 is far less harsh, but will still bleach fabric. One thing to remember is that those percentages are for freshly prepared dilutions. It does decompose by itself and with exposure to light, which is why the laboratory "grade" is so concentrated..... but can be efficiently inactivated by surface disinfection procedures with 62 to 71% ethanol, 0.5% hydrogen peroxide or 0.1% sodium hypochlorite within 1 minute. Other biocidal agents such as 0.05 to 0.2% benzalkonium chloride or 0.02% chlorhexidine digluconate are less effective.

I would agree. Isopropyl alcohol (IPA) is actually more active against ordinary bacteria than ethanol. As you point out, methanol is inactive against most bacteria. Table II in the link includes these data:I would assume Isopropyl would be as effective as Ethanol (preferred for laboratory work) since Everclear is quite expensive and denatured Ethanol not readily found. Methanol (wood alcohol) should NOT be used.
