Without having the actual circuit it is very difficult, probably impossible, to give more than a random guess.
In a TV switcher power supply there is some portion active whenever mains power is connected. Then a control signal from either an actual switch, or a remote control receiver initiates a power supply startup sequence.
So without a circuit schematic diagram you have a collection of parts in a PCB, nothing more.
Unless some TV service professional recognizes the circuit board and has the correct information. THAT is not me.
This is not even close to a full schematic of the power supply. I see what might be the power transistor but not much of the control circuit connections. I see only one of the four opto isolators mentioned, and none of the controls.
