Convert CFL ballast to LED driver

Is it possible to convert a CFL ballast to an LED driver? It has a bridge rectifier, and smoothing capacitor, so can it be converted by removing unneeded components, and maybe rewiring components? And if so, how would it be done and what would be needed?
And if it is converted, how many LEDs could it drive? Could it be made to power some 12v led strip? I don't think it could but who knows. But surely it would be able to power a few classic LEDs.
