There are several different types of linear actuators. If it is this one, then yes. If it is that one, then no.

Define "control".

Usually, you would use two SPDT relays. energize one or the other and it extends or retracts. Engage none or both, then nothing happens.

There is usually pulse, potentiometer or internal end of travel limit switches.

Adding your own limit switches complicates things a little bit.
