What makes you think its an EEPROM rather than a pre-programmed ROM? The 64 suggests its a 64Mbit device, i.e. 8Mbytes, but there's not enough info to determine what device it is. The lack of a logo suggests its a custom ROM but that's not a given. If you could identify whats connected to each pin that might help narrow things down.

The logo looks like Fairchild. Fairchild made a FM24C64 EEPROM.
Take a wider photo so that we can see if the tracks connecting to the 8-pin package match the pinout.

Thanks guys for your response. I am looking to idntify the eeprom on that board in hopes of editing the vin # so I can use it to replace my non working radio. I will get a pic of the board but I have to completely remove it from the case to do so. Will post later. That chip was very difficult to read the numbers off I had to wet it down with 90% alcohol to catch a photo. May have better luck with the board completly removed.

So what of the second one the 15532 6036? Or is there an eeprom on the board? If no eeprom what would be used to store the bios?
You are assuming that all computers need a BIOS. This is not the case for an embedded system. We need to know what MCU is on board.

We need some more clues. What is the year of manufacture of the board? You can extract clues from the date stamp on the ICs.

Show us a clear photo of the large IC. We need to know what processor chip is used on the board.

The smaller multipin chip to the left is a TEF6721HL : Car radio tuner front-end for digital IF, from NXP Semiconductors (Philips as was)
The big chip is a SAF7730HV Car Signal Processor Digital Signal Processor. The /212 suffix suggests its a custom pre-programmed device.

Both are obsolete and no longer manufactured as of 2004.
