Those look like the PCBs from an old "brick"cell phone. I have a couple of those, similar but not the same.
Unless my guess is totally wrong, the whole celllular scheme has changed a few times. meaning the entire cellular connection scheme is quite different. So I am suggesting to the TS, get a good magnifier and examine the ICs on that PCB for the production date. If it is earlier than about 2020 it is probably from a previous generation.

No it dont its trash for most places g5 and 4 and maybe some 3 but thats probably 2 or what they had before 2
the chip on the board is for lcd display cellular it would be in metal can

The black wire says ANT. How can I add a cellular data service to the card for remote monitoring. It is a camera with USB micro card but I believe it can work off cellular network too

Okay, I’m trying to figure out what the black wire is for. It’s labeled ‘ANT,’ so I assumed it might be related to cellular or Wi-Fi—but now I’m not so sure

If the card is operational, you should be able to connect it to a computer via USB and obtain the vendor/product IDs to find out what the card really is. But your end use might not be cost-effective, since there are already many off-the-shelf 4G LTE cameras available for less than 50USD.

That board is not cellular it’s the lcd video board I guess you don't read my post its most likely a part of a camera

The vendor/product info only shows it's connected as external storage, so no help there. There are no wi-fi or bluetooth support components on the board, so I suspect that the antenna is for an RF remote control.

it shows up as storage but that is only side your computer sees. that is only side business of the board so you can transfer files. the actual function is something else such as security camera or wildlife camera or drone camera etc. short black wire does not "connect to antenna". that black wire IS an antenna. many devices can connect to WiFi or use LoRa. that would explain absence of canned electronics.

This camera includes a remote control that can power it on and off and manage various functions, such as taking photos. Here's an image of the remote. Could the black wire possibly for remote control?

I'm just a bit concerned that someone might be able to access the files on the memory card—especially if the device supports cellular or Wi-Fi—without my permission. I'm simply trying to verify that everything is secure.

You just answered your own question: the black wire is the receiving antenna for the 433MHz remote control. No cellular or wifi on the card.
