If you have varible voltages as input voltage such as voltage from a rf signal because distance from transmission changes thus the amount of watts the receiving antenna will pick up will a charge pump not only increase output voltage but will it take varible input voltages ( any voltage that differs over distance) and make it one constant voltage. What are you actually wanting to do?
Are you trying to transmit power? that only works over VERY short distances.
Some more info is needed, like what power levels do you need....

Many RF receivers have some form of AGC (automatic gain control). AM receivers commonly use a diode demodulator and the rectified voltage is fed back to reduce the gain of the IF stages to keep a more stable received signal. FM receivers let the received signal clip and that stabilises the level.

does the automatic gain control have to have another input another voltage input 2 stabilize the voltage from the antenna or does it work with just the voltage from the antenna

 

It works using the amplitude of the received signal.
