Charge of Li ion battery of Samsung tablet

Hi,

I have a battery from Samsung tablet. There are two identical 3.8V Li-ion battery. I measured voltages, both are 2.88V. Is it bad?
Can I make a charging circuit only for one of them?
Type T4500E, 6800 mAh. I think only one battery has a capacity of 3400 mAh because they are connected parallel.

2.88V is OK , just means the cells are flat and need charging ...

Yes they appear to be in parallel ... you can charge them at no higher than about 3A ... not higher than 4.2V ...

If you encounter a problem , perhaps only one cell is defective , separate and use the good cell ...
