Can this motor be repaired?

You have a burnt winding, the motor requires a rewind. :oops:

Appears to be the start winding!

OK, I'll throw away it.
BTW. if it's only the start winding burnt, is this mean the run winding still OK? then why the motor can start just no power? sorry about the asking, just don't know much about the motor.
Another question, why this motor used such a large capacitor? I used a 25uf 450v can start another motor, failed this one.

If the start winding is shorted, normally if you leave it open and spin the shaft when applying power to the run winding it will run OK in either direction.
Start capacitors are usually of a large value solid electrolytic, start-run caps that are in circuit continuously are smaller value by ~1/5th.

Without a working start winding, it can not start spinning by itself.
I suppose you could disable the centrifugal switch, so the start winding is turned off not draining away power, then give motor power to the run winding and spin it fast enough and it would start running ok.

Those start windings if that is what they are, look badly overheated, burnt.

I am also wonder it can start run, just no power, may be able to repair. but I don't know much.
