Antenna SWR

I have this CB Radio.

I also have this Antenna.

I got one of those 12 Power supplies so you can use this indoors.

I live in a Townhouse with an HOA so they will not let me put an Antenna outside.

I set up everything 2. Floors up in my Bedroom.

I then put the Antenna in my Window.

I can not get my SWR low I also have to say the sides of my Window in the Wall has Metal Beams.

I put the Antenna in the center of the glass.

Is there any Adapter that will plug into my CB Radio Antenna Out Jack that will let me plug right into a power outlet and use all the wires in the House as a big Antenna?

Or what can I do?

A 3 foot antenna like that will not work well no matter what. I suspect it could use a ground plane, somewhere around the two nuts located around 1 foot up. Maybe try a few longer copper wires wrapped around that and spread out like radials.
A final solution may be to make a simple dipole wire antenna and just tape it to your outside wall. Even if you wrap the ends of the dipole around the room, that wire dipole may work better than that 3 foot antenna.
NEVER use house wiring as a ground or antenna, you will radiate RF throughout the place.
