is there any standards for antenna transmitting power,threshold value,c/n ratios and other antenna properties??or you can use any power or values you want in designing your antenna?

Antennas are passive devices so "transmitting power,threshold value,c/n ratios and other antenna properties" are not antenna properties.

Different countries have different rules and regulations on wireless systems that use antennas.
