A telephone left under the seat of a motorbike parked at the regional hospital exploded, resulting in the destruction of a total of 36 motorbikes.

We don't seem to have that problem around here. It used to be that "vagrants" were given a free ride to the county line and told not to come back. At least in the small rural counties. Savannah and Jacksonville have some that "linger" but I don't think it's a permanent thing for most. I can remember years ago before Lyndon Johnson's "War on Poverty" and the advent of Public Housing, folks living in cardboard boxes or hovels thrown together from scraps on the "Other Side of Town".

Lots (not all but a large percentage) of these people are "vagrants" because they are drug addicts. Hypodermic needles don't grow in human waste but both seem to be very common around these camps.

The druggies don't last long before either being locked up for theft or dying. The really wretched ones are the mental cases that were cleared out of the state institutions and truly are unable to integrate into society. Until they do something that gets them locked up again.

In San Francisco they don't even cite let alone prosecute for minor thefts and crimes anymore. Replacing smashed car windows is a hot business there now because the police don't do anything about it. I will stop before this turns political.
