Lots (not all but a large percentage) of these people are "vagrants" because they are drug addicts. Hypodermic needles don't grow in human waste but both seem to be very common around these camps.We don't seem to have that problem around here. It used to be that "vagrants" were given a free ride to the county line and told not to come back. At least in the small rural counties. Savannah and Jacksonville have some that "linger" but I don't think it's a permanent thing for most. I can remember years ago before Lyndon Johnson's "War on Poverty" and the advent of Public Housing, folks living in cardboard boxes or hovels thrown together from scraps on the "Other Side of Town".
