Back in the 70s the Sherriff of Shelby County AL (who was an older man) and his wife had a 12-year-old boy. You would see the kid out and about with his Mom here and there. He wore a brown (not khaki) uniform with a black leather Sam Browne belt with a holstered .22 blued revolver with ~4-5" barrel and a Gold Badge that said Special Deputy (never found out if it was loaded but assumed it was). From time to time I wonder whatever happened to that poor kid. His Dad flew to Vegas every month and came back a BIG WINNER after laundering all his proceeds from illegal booze, gambling, protection, prostitution, and drugs. Typical Southern High Sherriff back in the day.

"In addition to the proposed balloon ban, Matt said helium has been hard to come by as well. It's a problem she’s been closely following for years."

That's a far bigger problem than the balloon's plastic waste, IMHO
Yes, 10% of the overall supply of helium is used for balloons. A complete world-wide ban of impure balloon gas won't put a dent in medical or scientific grade prices and availability. New sources are coming online.
