Yes, that's the old "fix it but don't change it" manager mind-set.the objective of my manager is apparently to make this one work, so it doesn't cost too much to rebuild everything.
Ceramic 0.1uF decoupling capacitors definitely need to go to a ground point nearest the op amps with as short leads as possible.
Otherwise they are not effectively decoupling the amps and they are still likely to oscillate.
