My boyfriend's brother is studying electrical engineering but he has this habit of delaying tasks and projects. Any help you can give will be highly appreciated.

I have to agree with #12; it sounds to me like your boyfriend's brother isn't sure he really wants to be an EE. If he does, the only cure for procrastination is self-discipline-- i.e., stop procrastinating.

Your BF's brother is far from being unique in that regard. Many students are living away from home for the first time and there are too many distractions. Having fun tends to take priority over studying :D. If you check into the 'Homework Help' forum of this site (or others) you will find many posts of the "Urgent help with my college assignment required. It's due to be handed in tomorrow...." type.

I don't think there's any advice you can give him. I'm a procrastinator and on top of that forgetful. Nobody has ever given me any life changing advice on that, that I can remember, or ever got around to trying out.

Doing my homework and extra credit was the only thing saving me from a low test score:(

Maybe the kid is so smart he believes that high test scores will save him?

That may not be too far from the truth. I am a PROcrastinator. I’m collrge, I had a core class at 8am, in which I often slept or about once e week simply skipped.

At the end of the semester, I went to get my grade. He said:
“Lutz, you missed 1/3 of the classes and slept through another third. I want to flunk you. But you aced every test and the final. So I am forced to give you an A”

Procrastination has four major causes...

1) depression

2) boredom (outing off a project and working until the last second can even make plowing a field exciting).

3) he has other priorities (girl friend, boy friend, working for cash, ...)

4) he is just not interested in EE

Leave it until later. If it's that important someone else will do it. ;)

Or as with myself, find the fastest most efficient and reliable way to do something by putting your own laziness and lack of want to do something over to good use. :D

When it comes to laziness there's no limit too great for me to strive for. :p
